IFRA’s 51st Amendment – Explained

3 mins read

Have you heard the buzz about IFRA's 51st Amendment? That’s right, it's that time again when the fragrance world gets a little shake-up with new regulations. We know, we know—change can be as tricky to navigate as a new candle scent, but hey, it's all part of the game.

These amendments are more than just industry jargon; they're about keeping us all safe and sound while we enjoy our favourite scents. Think of it as a routine health check for the fragrance industry. It's essential for anyone in the candle and fragrance community to stay in the loopwhether you're a DIY candle maker, a boutique brand owner or just a self-confessed candle fanatic.

So, let's break it down together and make sure we're all up to date, compliant and, most importantly, safe!

Understanding IFRA’s 51st Amendment

First things first: IFRA stands for the International Fragrance Association, the global authority that keeps our scented products in check. They're like the referees in the world of fragrances, ensuring everything plays out safely and sustainably. Their latest move? The 51st Amendment.

These regulations are a significant step towards enhanced safety and environmental care in our fragrant world. It's all about making sure that the fragrances we love and use every day are not just heavenly but also as safe as can be.

The 51st Amendment focuses on keeping our candle experiences both enjoyable and harm-free. It's like updating your favourite appthere might be a few tweaks here and there, but it’s all for the better. And let's be honest, as either a candle user or brand owner, who doesn't want that peace of mind?

Here’s what you need to know:

The 51st IFRA Amendment is here, bringing with it some key updates that you'll want to get familiar with. It introduces 48 new fragrance ingredient standards as well as changes to the limits of many of the existing fragrance ingredients and aims to streamline product categorisation within the IFRA classification system. Here's a quick rundown of the significant changes:

  • Category 4 now specifically excludes aftershave creams and balms, which have found a new home in Category 5B.
  • Category 5B has expanded to welcome beard and moustache care products alongside facial moisturisers and creams.
  • Category 8 has broadened its scope to include intimate deodorant sprays.
  • Category 10A now covers manually applied dry-cleaning kits, a move from their previous position.
  • Category 11B sees the addition of pillow sprays, introducing a new layer of product classification.
  • Category 12 has been updated to include dryer/fabric conditioner sheets and specific dry-cleaning kits designed for dryer use, transitioning from Category 10A. This category also welcomes toilet gels and scent beads.

These shifts in classification are more than just administrative; they directly impact the maximum permissible usage rates of fragrance ingredients in these products. For creators working with our oils, staying updated with the latest documentation is essential to ensure compliance and product safety.

We understand these amendments might bring up questions regarding your go-to fragrances. We're here to provide clarity and support, ensuring a seamless transition with these new regulations.

Deadlines for implementation of IFRA’s 51st Amendment

The clock is ticking on the implementation of the 51st IFRA amendments, and there are key dates you should be aware of:

30th March 2024

This deadline is significant for the introduction of new oils. From this point forward, all new fragrance oils in the market must be compliant with the 51st Amendment to the IFRA standards.

30th October 2025

The good news? For the oils you know and love that are already in our range, the changes do not take effect until the 30th of October 2025; meaning you have plenty of time to continue using them in the same manner you are today.

In the meantime, we're working hard to ensure a smooth transition, and we'll keep you updated on specific changes to our product range.

Thanks for your comment Deyrick. The IFRA classification categories for Reed Diffusers and Room Sprays have not changed under the 51st Amendment.

Thanks for your comment Elaine. As I am sure you can appreciate, updating not only the IFRA but the SDS and CLP for over one hundred oils takes time…we are busy working through all of the changes well ahead of the October 2025 deadline and plan on having the list of oils that are affected published by October of this year; giving makers a full 12 months notice. We thank you for your patience while we work through this.
